I think the people who produced that video thought that they were making a schocking video.

@BareSpanker: not so much. For the 30-odd years of their existence, The Cramps whole image was based around cheesy B-movie/sexploitation chic. They were pretty affectionately disposed towards the whole thing, but I suspect they gave up on really trying to shock anyone back in the 80s.

I think this is very enjoyable: a proper OTK spanking, administered on the girl's panties, with the fluttering legs indicating that it's (supposed to be) nonconsensual. The girl is band member Kristy Wallace (also known as Poison Ivy) and the spanker is the lead singer, Lux Interior.
