Well this seems to be a rather odd competition show called Gabara Show / Игры Габара and - if I get it right - seems to be a streaming project of a (Twitch) streamer Gabar in which the participants have to complete cruel tasks invented by their rivals. Sounds pretty Russian to me. Full clip is available on YouTube by the way.
