Well, I was just about to give up identifying this one (quality is pretty lousy) when I finally did it.
And it's worth it - since it is a presidential spanking by actor Ronald Reagan, the 40th President of the United States (remember when everybody thought this was a weird idea...?).

Spanking is cleverly filmed (or badly, for us) with the crowd blocking the view most of the time.

I mean, it was still weird. Just not as weird by comparison.

I'm surprised by this movie's lack of availability. You'd think all of Reagan's movies would have gotten decent re-releases, at least in the US, for historical purposes alone.

Well, I think if you're running for US presidency all your older and potentially embarassing stuff would be hidden or locked away - and thinking of Mr Reagan's rather mediocre roles and acting skills this might have included his movies

Fun fact:
The movie was released in October 1940 - Reagan actually married Jane Wyman in January 1940 and had met her in 1938. So she was actually fine with her future husband (or maybe they even were just married when shooting the scene) spanking her on camera
