This is an entry for a so-called publicity still. It's (very likely or proven) just a picture form promotion reasons since there is no spanking scene in the movie itself (or it has been cut).

There is no spanking in this movie. This is, however, a photography that was taken on the set of "Air Raid Wardens". I assume the spankee is Margaret Roach, daughter of Hal Roach who directed a lot of the Laurel & Hardy movies. She does not appear in the movie. Another opinion believes the girl to be Jacqueline White, co-star of the movie.
