When he hears a rumor about an affair between a teacher and one of his pupils at the boarding school for higher girls of Baroness Siebenstein, journalist Dr. Clausen hopes for a good story and joins the staff undercover. But instead of the scandalous low moral standards he expected, he finds out that the school is effectively ruled by the spoiled girl Leo, who's out to insult and destroy all her teachers - including him...

In dancing class, one of the girls has inserted an incriminating private conversation into the music tape. The girls gather around the professor, chanting and singing. He confronts the girl, and put her under his arm and applies some smacks to the seat of her dancing outfit, in front of all the other girls.

Unfortunately the clip won't play - maybe the source you took it from has censored it?

But from the still frame that's visible I'm fairly sure that the movie is the 1969 Spanish film La Madriguera (The Honeycomb), directed by Carlos Saura. The stars are Per Oscarsson and Geraldine Chaplin, who play an architect, Pedro, and his wife Teresa. To spice up their marriage they start playing erotic games. In this scene Pedro pretends to be Teresa's father and scolds her for getting poor grades at school, before putting her across his knee and spanking her with a ruler.

Geraldine (Charlie Chaplin's daughter and an accomplished actress in her own right) is co-credited for the script - so maybe she came up with the spanking idea?

Ok, this time I got it to play all right, and that is the film that I thought it was - though the clip's been dubbed into German. It's a brief spanking, but a pretty good one.
