My research on this clip produced the following: the title of the play is "Sok Ala Banatak" and it means "Lock Your Girls In" (or at least something similar).
Obviously it's also originally written in Arabic letters and looks more like this:

It appears to be a stage play (probably televised) and the spanker is Egyptian late star Fouad El-Mohandes (although this one as a stage play is not listed in his IMDB entry, but confirmed via other sources).
Here's more information from an Arabic DVD Shop (the DVD was obviously released in 2001):

I'm thrilled to be able to DL this superior copy of "Sok Ala Banatak." The spankings in this scene are, to say no more, audacious. Looks like the paterfamilias is spanking either his wife or the woman he is engaged to marry (your minireview makes the latter scenario probable). I counted 16 smacks, and I wondered how the actress was able to bear so many swats with the paddle, and maybe several days a week during the run of the show.
Of course, if it was merely a one-time TV play, she could have taken the swats once only, and for rehearsals they could have used a less firm paddle, or maybe just the man's lightly proffered hand.
Either way, Chross, a great find.
