It's a movie from 1964 from one of the masters of sleaze and sexploitation, Lee Frost. The movie appearenty was lost for a long time, but has been re-released on DVD last year. Sadly, I don't have a clip for this yet.

Sticking with the sorority paddling theme I've decided to add the 1957 movie "Sorority Girl" to the movie database.
In this movie Babara Crane is paddled by Susan Cabot. The blows are off-screen, however.
