It shows Lucille Ball being spanked by Lionel Barrymore - on a birthday party I guess. Both of them have been mentioned before - Lucille Ball was spanked quite a number of times on her show "I Love Lucy" (I still need to post most of the scenes I think);

But you're right, the picture here shows Lionel giving Lucille Ball a "birthday spanking" which she thoroughly enjoyed.
Lucy was her own boss after the successful debut of "I Love Lucy" in 1951, and undoubtedly had some say in when her character would take spankings on the show. I believe the total "Lucy" spankings were four... all by her then husband, Desi Arnaz, of course.
But in the late 1940s, Lucille Ball was in a radio show called "My Favorite Husband" costarring Richard Denning, and she was supposedly spanked (on radio!) in that show too.
