After I've come up with a number of pictures of her I agree. This is very likely Anne Rooney. Sort of disqualifies the entry agewise, but as it's just a publicity photo I'll leave it in the DB, I guess. Thanks!

Had to check the new design, and of course come to check this picture :) I am almost certain that is not Judy Garland as the spankee, my belief is that it is Anne Rooney who is the spankee. In this pic she is stood next to Richard Quine. http://www.classicmoviemusicals.com/vw11.jpg
