It's established earlier in the film, that Ellie (Aintree) was caught stealing from Olga. This scene is a continuation of her punishment. I list it as "moderate" because it's shown to be a board with a nail through it and that's never played on in course of action. It comes off as a standard/light spanking scene of the time, the narration is quite amusing as well. The Olga films are a great sleaze time capsule and contain a lot of fun content (though I believe this is the only spanking scene) and very pretty women, so you'll probably see more clips from them, in the future.
I agree with the melodramatic music and narration - both used also for covering the fact the most of the paddling is rather "fake". Still very entertaining.
