Just PR. In some cases movies had advertising that suggested a spanking scene, but there was none. Either it was cut or never produced.

Well, not really an official publicity picture for this Bollywood Movie from 2009.

The spanking was not included in the movie, probably was cut. But it has been witnesses by a photographer...
